STUNNED motorists have been hit with £60 parking fines - after council workmen painted yellow lines AROUND their cars in a Birmingham street...
This bit is priceless, "On one occasion police were called to Saltley when a Control Plus traffic warden ordered a tow truck to remove an illegally-parked car - with two children still in the back." You have to be a very special sort of person to be a traffic warden...

Its those targets Gavin, they are expected to issue a certain quota.
The worst one I have had was outside Kew Gardens one summer Sunday, on a broken yellow. The little yellow sign detailing the restrictions (summer sundays) as covered by the branch of a tree in full leaf.
The sea of flutering fines under wipers seen on our exit was indicative of the inefectivness of the signage, or the wile of the coucil for raising income.

This is one of my specialist subjects. Unless the the signs, lines and Traffic Regulation Order are absolutely perfect a parking ticket is not valid. Many people are now starting to successfully challenge them in court due to little things like signs being damaged or lines not being 100% correct. It's got so bad round here that the Police just don't give out tickets in some areas if they think the lines and signs aren't perfect.
As for ticket money going to the local council... ...In cases where you have traffic wardens working for the Police the money from parking fines goes to H.M. Treasury. If a local authority has decriminalised parking control then the wardens work for a private company who are under contract to the local council. The idea is that such schemes are self financing with fines going towards the maintenance of the scheme itself. Any profits are usually "ring fenced" so that they go towards highway improvements.
